Shiver’s Farm Project Moves Forward in Southlake

Shivers Family Partnership LTD and Trademark Property Company have unveiled plans for a 40-acre mixed-use development in Southlake called Shiver’s Farm.
The Southlake City Council passed the project’s first reading on October 7 with a 6-1 vote, allowing it to move forward to the second reading on October 21. Council member Frances Scharli cast the lone opposing vote against the development, located between White Chapel Boulevard and SH 114, across from the Carillon Parc mixed-use development.
According to city documents, most of the 40-acre site comes from the Shivers Family Partnership, which owns 38.86 acres. The remaining 1.14 acres will be used for single-family housing.
The first phase of the plan involves rezoning 1800 and 1900 N. White Chapel Blvd. from agricultural to employment center zoning. A single-family home currently located at 1800 N. White Chapel Blvd. would be removed as part of this process.
Plans for the development include restaurants, office space, a grocery store, and 37 single-family residential lots in a subdivision called Willow Meadows.

The retail portion of the project includes five lots: Lot 1 is to be determined, Lot 2 is for retail or restaurant space, Lot 3 for office or restaurant use, and Lots 4 and 5 for single-family homes.
According to city documents, the commercial portion of the development includes:

Restaurant: 55,687 sq. ft.

Retail: 18,551 sq. ft.

Grocery store: 33,798 sq. ft.

Office space: 41,492 sq. ft.
The residential area would feature 37 single-family homes, with 25 homes on lots of at least 10,000 square feet and 12 homes on lots of at least 12,000 square feet. The original plan, presented in March 2024, proposed 65 townhomes and 18 single-family houses.

Discussions between council members and the developers centered on Lot 1, which could potentially be developed as a hotel. There was also interest in adding a gas station in the northern part of Southlake, an option expected to be included in the second reading. Currently, there is only one gas station between the Grapevine/Southlake and Southlake/Westlake city limits.
Other topics included drainage across SH 114, garage placement and design in the residential area, traffic calming measures between the retail section and the SH 114 frontage road, and the possibility of adding golf cart parking.
Terry Montesi, CEO and founder of Trademark Property Company, said his Fort Worth-based business is currently involved in 16 private partnerships across the country. According to the company’s website, six of these projects are in Texas, including Galleria Dallas, The Vickery in Fort Worth, and Alliance Town Center in Fort Worth.
